Progress of the Procurement reform program
Overall, the implementation program is ahead of its benefits target. In its report Review of Purchasing and Logistics in the Queensland Government the SDPC concluded that procurement benefits of $486 million could be achieved in five years. The SDPC expected that the break even point of benefits exceeding the cost of implementing procurement improvements would not occur until year two of the roll out.
We are nearing the end of the first year of the implementation of the procurement reform program, and benefits are currently exceeding costs. These benefits are in the form of cashable savings realised through the work of the QGCPO on whole-of-Government common use arrangements.
Corporate Procurement Planning
The Corporate Procurement Planning group meeting was held on 20 May 2008. With the title ‘Conquering the Challenges’, it showcased presentations from agencies regarding various aspects of the Corporate Procurement Planning activity that they have been dealing with. All up, around 70 procurement professionals attended and shared ideas on how to solve the challenges presented in their respective agencies.
Feedback from the session has been positive. Attendees indicated that case study scenarios provided valuable information that will be utilised in their own development of Corporate Procurement Plans.
The State Procurement Policy’s target date is 30 June 2008 for agencies to complete and submit their Corporate Procurement Plans. Several agencies have already provided good quality submissions. Procurement and Logistics Initiative Benchmark Study
The Implementation Office is undertaking a benchmark study of the procurement reform initiative in June/July 2008. As part of the benchmark study a survey will be conducted to evaluate the take up and impact in budget funded departments of the procurement reform program, resulting from the SDPC Review of Purchasing and Logistics in the Queensland Government. Outcomes of this research will be used as background data in the Implementation Office’s next progress Report to Cabinet. Departments will also be given information on the results of the benchmark study.
