ICT procurement framework

The Queensland Government maintains a substantial on-going investment in information and communications technology (ICT) products and services. Consistent with that investment, the government is working to support and encourage good procurement practice to ensure the Queensland community receives high quality information services.

Accordingly, the government provides policy and guidance to ensure agencies are able to:

The responsibility for developing specific policies for ICT procurement is held by the Department of Public Works, and is shared between Queensland Government Chief Procurement Office and the Queensland Government Chief Information Office. Queensland Government Chief Procurement Office administers the State Procurement Policy which stipulates the practice and procedure for all purchasing within the Queensland Government, including market analysis and tender processes. The Queensland Government Chief Procurement Office administers Information Standard 13, which outlines the additional policy and principles relevant to ICT procurement and is designed to complement State Procurement Policy. Information Standard 13 mandates the use of the Government Information Technology Contracting (GITC) framework for all government ICT contracts.

The Service Delivery and Performance Commission (SDPC) Report on the Review of ICT Governance in the Queensland Government (September 2006) recommended responsibility for the administration and management of the GITC framework and all ICT commodity procurement transfer to Queensland Government Chief Procurement Office. In fulfilling this additional role, Queensland Government Chief Procurement Office is currently establishing two (2) Whole-of-Government panel arrangements, one which covers personal desktop and portable computers and File/Print Servers and another for business machines including printers.

Under the Queensland Government's Smart Directions Statement (December 2004), the Queensland Government Chief Information Office has a mandate to continue working in partnership with the ICT industry towards further improvements to government ICT procurement practices.
