International trade obligations - The impact on Queensland Government procurement

Purpose

The purpose of this guidance is to:

  1. clearly communicate procurement related national and international trade obligations to Queensland Government agencies
  2. provide practical advice to Queensland Government agencies regarding the actions required to ensure compliance with the State Procurement Policy and trade obligations.

This guidance should be read together with the State Procurement Policy and individual international trade agreements. The issues associated with international trade are often complex. While this guide provides a summary of the detailed information contained within agreements, it does not absolve users of the need to be familiar with the content of the agreements. Legal advice should be sought where there are specific concerns regarding the interpretation and application of agreements.

The guidance contains extracts of relevant clauses from the State Procurement Policy or international agreements in the form of mandatory requirements (what agencies must do). This is supported by recommended practice guidance (what agencies should do) as well as supplementary information and references to related information such as other publications by the Queensland Government Chief Procurement Office, and government policies.
